The Portland Water Bureau
received land use approval from
the Multnomah County Planning Department
BUT . . .
The Cottrell CPO and other groups
appealed that decsion to LUBA
(The Oregon Land Use Board of Appeals)
Despite that, PWB began building the plant!
LUBA may decide to deny the project,
which would mean the loss of untold
MILLIONS OF DOLLARS OF YOUR MONEY!!
So, the City and the PWB are
GAMBLING WITH
YOUR MONEY
They hope they'll
get approval from the Land Use Board of Appeals (LUBA)
